Integrated Community Work

The Integrated Community Work (TCI) is part of the tools of the Popular Power in Cuba, at the same time that it constitutes a challenge for delegates, government officials and the assemblies, in its purpose of achieving superior results in the socioeconomic orders of our society.

This is not a new phenomenon, but it contains new dimensions, in accordance with the current needs of the country, underdeveloped and blocked by the United States, and with the objective of materializing a prosperous and sustainable socialism.

Specialists explain that not all action in a locality is Community Work, even when solving problems or needs of the population involves all or part of their neighbors in the execution of the task, neither because there are projects or financing, it is more than the intervention that involves solving a problem.

What, then, is Integrated Community Work?

Although the definitions do not say it all, at least they give us an idea of ​​what it is about. According to the Manual of Good Practices, "the TCI is a transformation process that implies human development, and that the community dreams, plans, executes and evaluates with full participation."

Reflecting on the subject, Cuban President Miguel Díaz Canel pointed out what should be a guide for the delegates: “the community is the main stage we have for work, which in the end arises from what is done in this and it is really where we can integrate all the motivations, all the aspirations, all the culture of the community's inhabitants with the plans of economic and social development, also associated with the plan of the economy, and of course, with the budgetary activity of each territory ... "

In our municipality, the Community Work has been planned and executed by the great part of the delegates obtaining positive results of impact on the population, micro-landfills have become organoponic, in parks, in connotation sites within the community, they have been created workshops for learning crafts, making dolls, reusing recyclable materials to make ornaments, among others, with the active participation of the population, since it is essential, since we must add tasks related to health, education , social assistance, and others that require everyone's attention.

Examples of positive events carried out in the communities are many; moreover, this Community Work process does not always take place with sufficient integrity to fully develop all the potential of the community, in which thousands of people remain: housewives, retirees, students, unemployed and self-employed, almost full-time , leaving reserves that need to be exploited.

Many citizens contribute their sweat for the many works that are being carried out, but there are still people in the neighborhoods who do not participate in any task, which represents a real challenge for the different factors of the community, which must not only work in the organizational and mobilizing aspect, but also to attract them and make them partners in the work that is carried out.

On integrated community work

The People's Power Bodies in Cuba make possible the participation of the entire population in government management. Law 91/2000 of the Popular Councils in its article 38, establishes that it must be considered as participation.

a) Systematically identify the problems and needs that affect the community and their possible solutions.
b) Organize and promote the collective effort of the residents to solve their own needs, improve coexistence and quality of life.
c) Decide the work strategy to develop, in a given period, the activities proposed.
d) Carry out the evaluation and control of the results of the actions carried out.

On many occasions, statements are heard that refer to the low motivation of the population to participate in solving problems, and in the best case scenario, we see Delegates wearing themselves out, almost alone, sometimes with “good results”,

but they become executors and not coordinators of the effort of the majority of the population.

The application of the Integrated Community Work method creates conditions for the population to offer opinions, criteria, ideas and “do things” for their well-being.



How to apply this method?

These ideas have arisen from the study of different materials and from the experience of their practical application in constituencies of this province.

CONCLUSIONS:

The application of the Integrated Community Work method will require a great deal of work by the Delegates and the leaders of the mass organizations in the initial stage, but it turns dozens of people into activists and protagonists of government management in the constituency, which makes the work of the Delegate more efficient.

The application of this method allows Delegates not to be seen “alone in front of the world” or accompanied by factors alone, but rather to be the “coordinators of the world of people” who participate: propose, decide and carry out activities for the well-being collective; It also enables the majority of residents in the constituency, the organizations and entities located there to work in an integrated way to achieve common objectives.

Delegates to the Municipal Assembly of People's Power

Those delegated to the Municipal Assembly of People's Power represent the voters of each constituency, defined according to the characteristics of the demarcation. These fulfill the mandate that the citizenship has conferred on them, in the interest of the entire community. Those roles should be shared with your usual responsibilities and tasks.

Our representatives are not professionals in the work of the People's Power and their condition does not entail privileges or economic benefits. This is one of the characteristics of the Cuban political system, for this reason it requires a significant degree of dedication to work, much sacrifice and disinterest.

What are the rights of the delegates of the People's Power?

Delegates have the right to participate with voice and vote in the sessions of the Municipal Assembly and in meetings

of the Permanent Commissions of Work and Popular Councils of which they form part. They may also request information from the President, Vice President and Secretary of the Municipal Assembly, the members of the Commissions and the Board of Directors, on matters relevant to the exercise of their functions and obtain a response in the session itself or as soon as possible. It is another of their rights to request the attention and information of the entities located in the territory regarding situations or problems that affect their constituents, and they are obliged to respond with due promptness. They have other rights recognized by the Constitution and the laws.

Other rights that are recognized to delegates are to propose to the Municipal Assembly the start of the process of revocation of the mandate of another delegate to the Municipal Assembly or of a deputy to the National Assembly, in accordance with the provisions of the law. To do this, they must present to the Municipal Assembly the proposal for revocation or replacement, as well as the election or designation of the positions of the State that are within its competence, in accordance with the provisions of the law. In addition, it has the consent to request the inclusion of items on the agenda of the sessions of the Municipal Assembly, setting forth the necessary arguments.

What are the duties of the delegates?

Constitutionally, the delegates to the Municipal Assemblies of People's Power are responsible for maintaining a permanent relationship with their constituents, promoting the participation of the community in solving their problems. On the other hand, they have the responsibility of making known to the Municipal Assembly and the administration of the locality the opinions, needs and difficulties that they transmit their constituents, and work to manage their solution, where appropriate. It is imperative that delegates inform voters about the policy that The Municipal Assembly follows and the measures adopted in response to their opinions and for the solution of the needs raised by the population or the difficulties in solving them. Among its main duties, it is worth periodically rendering accounts to its voters about their management, in accordance with the provisions of the law, and informing the Assembly, the Commission and the People's Council that they belong about the fulfillment of the tasks. than have been entrusted to them, when these claim it.

The Organization and Functioning Law of the Municipal Assemblies of the People's Power and of the Popular Councils, grants delegates other duties such as attending the sessions of the Municipal Assembly and meetings of the Permanent Work Commissions and Popular Councils of which they are part. They must also comply with the agreements, ordinances and regulatory provisions of the Municipal Assembly as far as they are concerned; as well as complying in time and form with the information requested by the Municipal Assembly, the commission to which it belongs or the Popular Council of which it is a part. They are responsible for serving voters in scheduled offices weekly and in that sense attend to and process the issues raised by their constituents and demand, from whom it may concern, the adoption of measures to resolve them or obtain a prompt and reasoned response. His responsibilities also include promoting and promoting the development of integrated community work, which contributes to prevention and social care tasks.

Composition of the Municipal Assembly of People's Power (AMPP)

For the beginning of the XVII Mandate Period, constituted on December 17, 2017 with 32 constituencies, of which 2 Popular Councils and 15 constituencies served by the Assembly, which are made up of 20 women, representing 62.5% and 10 men representing 31.2%, of them, 29 whites for 91.6%, 2 blacks for 6.2% and 1 mestizo for him 3.1%.

Our Assembly has 3 young people (under 35) and the average age is 45 years. We have 3 delegates with a basic intermediate level for 9.3%. 17 delegates with a higher average level for 53.1% and 11 the upper level for 34.3%.

By occupational category we have 19 linked to production and services for 59.3%, 3 leaders of local Popular Power bodies for 9.3%, 2 leaders of Political and Mass Organizations for 6.2%, 1 administrative leaders for 3.1% , 2 Presidents of Popular Councils for 6.2%, 1 cooperatives for 3.1%, 1 civil worker of the FAR and MININT for 3.1%, 1 retiree for 3.1%, 1 housewife for 3.1% and 1 worker non-state management for 3.1%.
